Ted is a life-long resident of Tay Township who completed Municipal Administration studies through Queens University and the Association of Municipal Clerks and Treasurers of Ontario.

Ted began his municipal career in the former Village of Victoria Harbour in 1975. He subsequently became Chief Administrative Officer (CAO) for the former Village of Port McNicoll from 1984 to 1992, the Township of Tay from 1992 to 2007, and the Town of Midland from 2007 until his retirement in 2013.

Following retirement, Ted started a municipal consulting business in 2013. Through the business he acted as interim CAO for the Township of Georgian Bay and the Town of Penetanguishene. Additionally, he facilitates the annual CAO appraisal process for the Township of Georgian Bay, and in 2017, undertook a project for the Township of Oro-Medonte developing their election plan for the 2018 municipal elections.

Ted is a member of the Ontario Municipal Administrators Association and the Association of Municipal Clerks and Treasurers of Ontario. He has enjoyed many years of minor league coaching in baseball and hockey in Port McNicoll, Victoria Harbour and Midland.
