Heather is an innovative health system executive with an extensive background in healthcare leadership, policy and knowledge mobilization, holding progressive leadership positions. Currently Dr Bullock is Vice President, Partnerships and Chief Strategy Officer at Waypoint and Assistant Professor in the Department of Research Methods, Evidence and Impact at McMaster University.


In addition to her leadership in health systems, Heather is an internationally recognized implementation scientist. As part of her recently completed doctoral studies she was awarded the prestigious national Pierre Elliot Trudeau Foundation Doctoral Scholarship and the Ontario Graduate Scholarship. Her research interests lie in how large jurisdictions implement evidence-informed policy directions in mental health systems. Dr Bullock oversees the STREAM team – Supporting Transformation through Research Evidence and Action in Mental Health at the Waypoint Research Institute. The STREAM team supports mental health and addictions decision makers in Ontario with rapid access to synthesized research evidence, evidence-informed insights harvested from key groups and other jurisdictions, as well as other supports for system planning and implementation. Dr Bullock also serves in a voluntary advisory and governance capacity for several provincial, national, and international organizations including Georgian College, Head2Core and the Ontario HIV Treatment Network.

Outside of work, Dr Bullock is a proud mother of two young people, enjoys adventuring in all of its forms and equally appreciates curling up with her dog Jackie and a good book.
